PSA

What's important to emphasize is how well the US is doing compared to other nations. The US is not up to par with other developed nations even though the US has the power and ability to change their situation. Also, it is important to note what the US may do improve their scores and how they can learn from other countries.
The PSA should take a serious overall tone but may include a bit of humor. I think graphs, statistics, and charts would help draw people in and display useful, accurate information.

The reason I like this video is because it uses humor in the context of math. The presenter acts serious although he is not really making a point.
2. China Beats U.S. in Reading, Math and Science

This video is useful because it shows just how the US compares to the rest of the world. The US has fallen far behind even though we have the resources necessary to perform just as well as many other countries.
